The European Commission provides this validator as an example of a technical validation of the electronic signatures and seals based on:
  1. Regulation (EU) No 910/2014, as amended by Directive (EU) 2022/2555 and Regulation (EU) 2024/1183 (EUDI Framework), and
  2. the latest ETSI standards (ETSI EN 319 102-1 and ETSI TS 119 172-4)
The validation of certificates relies on the validation policy used by the European Commission and the trust anchors extracted from the eIDAS List of Trusted Lists (LOTL), the Third Countries (TC) AdES LOTL and the European Union Institutions Bodies and Agencies (EUIBA) TL.
This tool assesses the qualification level of the electronic signatures (and seals) in accordance with:
  1. ETSI TS 119 172-4 for the qualified level defined in the EUDI Framework, and
  2. the Signature applicability rules (validation policy) used and proposed by the European Commission that can be downloaded below, especially for the signatures (and seals) validated using the EUIBA TL and the TC AdES LOTL.
Please note other validation policies exist; they depend on the context of the recipient of the electronic signature. Moreover, the result of a technical validation must be completed by a business validation, which consists of additional processes and rules to determinate if the signature is acceptable.
